         Pursuant to a notice posted on June 28, 2005, the House  
         Committee on Ways & Means met in a formal meeting and was called  
         to order by the chair, Representative Keffer, Jim, at 10:20 a.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Keffer, Jim; Villarreal; Paxton;  
                    Ritter; Smithee; Woolley (6). 
          
         Absent:    Representatives Edwards; Grusendorf; Luna (3). 
          
         A quorum was present.

         The chair laid out HB 3 as pending business.  
          
         Representative Smithee offered a complete committee substitute.  
          
         The chair recognized Representative Smithee to explain the  
         measure.  
          
         The chair recognized Representative Smithee to close on the  
         measure.  
          
         The committee substitute was withdrawn without objection. 
          
         Representative Villarreal offered a complete committee  
         substitute.  
          
         (Representative Grusendorf now present.) 
          
         The chair recognized Representative Villarreal to explain the  
         measure.  
          
         The chair recognized Representative Villarreal to close on the  
         measure.  
          
         The committee substitute was withdrawn without objection. 
          
         The bill was left pending without objection.

         The chair laid out HB 23 as pending business.  
          
         Representative Keffer, Jim offered a complete committee  
          substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Ritter moved that HB 23, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the

         The committee reconvened at 3:15 p.m. and was called to order by  
         the chair, Representative Keffer, Jim. The roll was answered as  
         follows:
