         Pursuant to a notice posted on March 6, 2005, the House  
         Committee on Ways & Means met in a formal meeting and was called  
         to order by the chair, Representative Keffer, Jim, at 6:33 p.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Keffer, Jim; Villarreal; Edwards;  
                    Grusendorf; Paxton; Smithee; Woolley (7). 
          
         Absent:    Representatives Luna; Ritter (2). 
          
         A quorum was present. 
          
         Representative Grusendorf moved to reconsider the vote by which  
         HB 3, as substituted, was passed and recommended for placement  
         on the calendar, including the votes adding amendments to the  
         committee substitute to HB 3 and the vote adopting the committee  
         substitute to HB 3, as amended.  The motion to reconsider  
         prevailed without objection. 
          
         HB 3 
          
         The chair laid out HB 3. 
          
         Representative Keffer, Jim offered a complete committee  
         substitute.  
          
         (Representative Ritter now present.) 
          
         (Representative Luna now present.) 
          
         The committee substitute was adopted without objection. 
          
         Representative Keffer, Jim moved that HB 3, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:           Representatives Keffer, Jim; Villarreal;  
                         Grusendorf; Paxton; Smithee; Woolley (6). 
          
         Nays:           Representatives Luna; Ritter (2). 
          
         Present, Not Voting:     Representative Edwards  (1). 
          
         Absent:         None  (0). 
          
         At 6:52 p.m., on the motion of the chair and without objection,  
 
         the meeting was adjourned subject to the call of the chair.
