         Pursuant to an announcement from the house floor on April 21,  
         2005, the House Committee on Urban Affairs met in a formal  
         meeting and was called to order by the chair, Representative  
         Talton, at 5:43 p.m.

         Representative Menendez offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Menendez moved that HB 65, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:
