         Pursuant to an announcement from the house floor on May 4, 2005,  
         the House Committee on State Affairs met in a formal meeting and  
         was called to order by the chair, Representative Swinford, at  
         11:57 a.m.

         The chair laid out SB 121. 
          
         Representative Cook, Byron moved that SB 121, without  
         amendments, be reported favorably to the full house with the  
         recommendation that it do pass and be printed. The motion  
         prevailed by the following record vote:

                         Farrar; Keffer, Jim; Martinez Fischer (6).

         The chair laid out HB 1372 as pending business. 
          
         Representative Cook, Byron offered a complete committee  
         substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Keffer, Jim moved that HB 1372, as substituted,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the
