         Pursuant to suspension of the 5 day posting rule on April 19,  
         2005, the House Committee on Regulated Industries met in a  
         public hearing and was called to order by the chair,  
         Representative King, Phil, at 6:29 p.m. 
          
         The roll was answered as follows:

         substitute.  
          
         The chair recognized Representative Driver to explain the  
         measure.
