         Pursuant to an announcement from the House floor and a  
         suspension of House Rules to allow the committee to meet while  
         the House was in session  on May 11, 2005, the House Committee  
         on Local Government Ways & Means met in a formal meeting and was  
         called to order by the chair, Representative Hill, at 2:15 p.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Hill; Hamilton; Laubenberg; Puente;  
                    Quintanilla (5). 
          
         Absent:    Representatives Elkins; Uresti (2). 
          
         A quorum was present. 
          
         SB 1205 
          
         The chair laid out SB 1205. 
          
         Representative Puente offered a complete committee substitute.  
          
         Representative Hamilton offered an amendment to the substitute.  
          
         The amendment was adopted without objection. 
          
         (Representative Elkins now present.) 
          
         The committee substitute, as amended, was adopted without  
         objection. 
          
         The chair directed the staff to incorporate the amendments into  
         a committee substitute. 
          
         Representative Hamilton moved that SB 1205, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the
