         Pursuant to a notice posted on January 27, 2006, a revised  
         notice posted on February 3, 2006 and another revised notice  
         posted on February 13, 2006,  the House Committee on Licensing &  
         Administrative Procedures met in a public hearing and was called  
         to order by the acting chair, Representative Geren at 9:03 a.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Geren; Goolsby; Hamilton (3). 
          
         Absent:    Representatives Flores; Chisum; Homer; Jones, Delwin;  
                    Morrison; Quintanilla (6). 
          
         A quorum was not present. 
          
         Interim Charge #5:  Monitor the implementation of SB 1850 (79R) 
          
         Testimony was taken.  (See attached witness list.) 
          
         Rep. Geren, chair, recognized the 70th Anniversary of TABC and  
         Ms. Jeannene Fox's 30 years of service to the state.

         Oversight:  Texas Lottery Commission 
          
         Testimony was taken.  (See attached witness list.) 
           
         (Representative Homer now present.)

         Rep. Geren, chair, recognized Fort Worth Mayor, the Honorable  
         Mike Moncrief, to welcome the committee to the city of Fort  
         Worth.  Mayor Moncrief provided welcoming remarks and did not  
         testify to any of the committee's agenda items, therefore, no  
         witness affirmation form was needed.

         Interim Charge #4:  Selling lottery tickets at new alternative  
         locations 
          
         Testimony was taken.  (See attached witness list.) 
 
          At 10:00 a.m., on the motion of the chair and without objection,
