         Pursuant to an announcement from the house floor on May 3, 2005,  
         the House Committee on Judiciary met in a formal meeting and was  
         called to order by the chair, Representative Hartnett, at 6:09  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Hartnett; Hopson; Alonzo; Gonzales;  
                    Straus (5). 
          
         Absent:    Representatives Hughes; Keel; Solis; Van Arsdale (4). 
          
         A quorum was present. 
          
         HB 3531 
          
         The chair laid out HB 3531 as pending business.  
          
         Representative Alonzo offered a complete committee substitute.  
          
         Representative Alonzo offered an amendment to the measure.  
          
         The amendment was adopted without objection. 
          
         The committee substitute, as amended, was adopted without  
         objection. 
          
         The chair directed the staff to incorporate the amendments into  
         a new committee substitute. 
          
         Representative Alonzo moved that HB 3531, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:
