         Pursuant to an announcement from the house floor on May 3, 2005,  
         the House Committee on Defense Affairs & State-Federal Relations  
         met in a formal meeting and was called to order by the chair,  
         Representative Corte, at 12:12 p.m.

         Representative Berman offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Herrero moved that HB 2501, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:
