         Pursuant to an announcement from the house floor on July 6,  
         2005, the House Committee on Higher Education met in a formal  
         meeting and was called to order by the chair, Representative  
         Morrison, at 9:17 p.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Morrison; Goolsby; Brown, Fred;  
                    Dawson; Gallego; Giddings; Harper-Brown; Jones,  
                    Jesse; Rose (9). 
          
         Absent:    None (0). 
          
         A quorum was present.

         The chair moved to reconsider the vote by which the measure was  
         reported from committee. The motion to reconsider prevailed  
         without objection.  
          
         The chair moved to reconsider the vote by which the committee  
         substitute was adopted.  The motion to reconsider prevailed  
         without objection. 
          
         The committee substitute was withdrawn without objection. 
          
         Representative Goolsby offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Giddings moved that HB 6, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:
