         Pursuant to a notice posted on April 20, 2005, the House  
         Committee on General Investigating & Ethics met in a public  
         hearing and was called to order by the chair, Representative  
         Bailey, at 8:11 a.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Bailey; Paxton; Flynn (3). 
          
         Absent:    Representatives Dutton; Keel (2). 
          
         A quorum was present. 
          
         Chairman Bailey called on Dick Smith, with TX. Association of  
         School Boards (TASB) to explain their policy concerning anabolic  
         steroids. 
          
         M. J. Nicchio, further expanded on TASB's policy and the issue  
         of local control of school boards. 
          
         Cathy Douglass representing TASB explained the laws concerning  
         testing. 
          
         Chairman Bailey then called on Herman Smith with the State Board  
         for Educator Certification to explain their discipline procedure  
         for a violation concerning any prohibited substance. 
          
         Chair then called on Robert Scott, TEA to present  a letter  
         issued by Commissioner Neeley and Commissioner of Health Eduardo  
         J. Sanchez  to School Administrators. 
          
         At 9:25 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
