         Pursuant to an announcement from the house floor on May 20,  
         2005, the House Committee on Environmental Regulation met in a  
         formal meeting and was called to order by the chair,  
         Representative Bonnen, at 2:41 p.m. 
          
         The roll was answered as follows:

                    Kuempel (5). 
          
         Absent:    Representatives King, Tracy; Smith, Wayne (2). 
          
         A quorum was present. 
          
         SB 785 
          
         The chair laid out SB 785 as pending business.  
          
         Representative Homer offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Homer moved that SB 785, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:           Representatives Bonnen; Howard; Driver; Homer;  
                         Kuempel (5). 
          
         Nays:           None (0). 
          
         Present, Not Voting:     None  (0). 
          
         Absent:         Representatives King, Tracy; Smith, Wayne  (2). 
          
         SB 1665 
          
         The chair laid out SB 1665, the companion to HB 3141. 
          
         (Representative King, Tracy now present.) 
          
         Representative Howard offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
 
          Representative Howard moved that SB 1665, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:
