         Pursuant to an announcement from the house floor on April 21,  
         2005, the House Committee on Border and International Affairs  
         met in a formal meeting and was called to order by the chair,  
         Representative Chavez, at 11:53 a.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Chavez; Griggs; Alonzo; Merritt;  
                    Moreno, Joe E.; Vo (6). 
          
         Absent:    Representative Castro (1). 
          
         A quorum was present.

         HB 486 
          
         Representative Alonzo moved to reconsider the vote by which the  
         committee substitute to HB 486 was reported from committee. The  
         motion to reconsider prevailed without objection.  
          
         Representative Merritt moved to reconsider the vote by which the  
         committee amendment by Rep. Alonzo to CSHB 486 was adopted.  The  
         motion to reconsider prevailed without objection. 
          
         The amendment was withdrawn without objection. 
          
         Representative Chavez offered an amendment to the measure.  
          
         The amendment was adopted without objection. 
          
         Representative Alonzo moved that CSHB 486, as amended, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:           Representatives Chavez; Alonzo; Merritt; Moreno,  
                         Joe E.; Vo (5). 
          
         Nays:           Representative Griggs (1). 
          
         Present, Not Voting:     None  (0). 
          
         Absent:         Representative Castro  (1). 
          
         The chair directed the staff to incorporate the amendment into a  
         committee substitute.

         At 11:57 a.m., on the motion of Representative Merritt and  
         without objection, the meeting was adjourned subject to the call  
         of the chair.
