         Pursuant to a notice posted on February 25, 2005, the House  
         Committee on Border and International Affairs met in a public  
         hearing and was called to order by the chair, Representative  
         Chavez, at 8:20 a.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Chavez; Griggs; Merritt; Vo (4). 
          
         Absent:    Representatives Alonzo; Castro; Moreno, Joe E. (3). 
          
         A quorum was present. 
          
         The chair recognized Steven McCraw of the Governor's Office to  
         testify before the committee regarding homeland security issues.

         (Representative Castro now present.) 
          
         Testimony continued. 
          
         The chair recognized representatives from the Texas Commission  
         on Environmental Quality to testify before the committee  
         regarding border environmental issues.  (See attached witness  
         list.) 
          
         At 9:59 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
