         hearing and was called to order by the chair, Representative  
         Brown, Fred, at 8:08 a.m.

         the meeting was recessed until 1:00 p.m., February 9, 2005. 
          
         The committee reconvened at 1:20 p.m. and was called to order by  
         the chair, Representative Brown, Fred. The roll was answered as
