         Pursuant to a notice posted on May 19, 2005, the House Committee  
         on Appropriations met in a formal meeting and was called to  
         order by the chair, Representative Pitts, at 8:02 p.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Pitts; Berman; Branch; Brown, Betty;  
                    Brown, Fred; Chisum; Davis, John; Edwards; Gattis;  
                    Hamric; Hegar; Hopson; Isett; King, Tracy; Martinez;

         Absent:    Representatives Luna; Crownover; Dukes; Guillen;  
                    Haggerty; Hope; Kolkhorst; McClendon; Menendez;  
                    Pickett; Turner (10). 
          
         A quorum was present. 
          
         SB 1863 
          
         The chair laid out SB 1863. 
          
         The chair explained the measure. 
          
         The chair offered a complete committee substitute for Senate  
         Bill 1863 and explained the substitute.  
          
         (Representative Hope now present.) 
          
         Representative Chisum moved that the committee substitute for  
         Senate Bill 1863 be adopted.  The committee substitute was  
         adopted without objection. 
          
         The chair offered an amendment to the committee substitute and  
         recognized Legislative Budget Board staff to explain the  
         amendment. 
          
         (Representative Kolkhorst now present.) 
          
         Representative Chisum moved to adopt committee amendment #1.   
         The amendment was adopted without objection. 
          
         The chair offered an amendment to the committee substitute and  
         recognized Representative Hegar to explain the amendment. 
          
         Representative Chisum moved to adopt committee amendment #2.   
         The amendment was adopted without objection. 
          
         The chair moved to direct the committee staff to incorporate the  
 
         previously adopted amendments into a new complete committee  
          substitute and that the new complete committee substitute be  
         adopted by the committee.  Hearing no objection, the chair  
         directed the committee staff to prepare the new complete  
         committee substitute and that substitute was adopted. 
          
         Representative Pitts moved that SB 1863, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:

         At 8:35 p.m., on the motion of the chair and without objection,
