         Certification (SBEC) with the following changes: Transfer   
         funding for the biennium to TEA; Transfer performance measures  
         from SBEC to TEA; Transfer FTEs from SBEC to TEA; Add Review of  
         Bilingual Education Certification Standards Rider; Items for  
         Future Consideration: Restoration of 5 percent reductions and  
         Acceleration of computer-administered testing.  Without

         Representative Kolkhorst moved the adoption of the previously  
         pended LBB recommendations for the Teacher Retirement System  
         (TRS) with the following changes: Increase GR funding for

         school district contribution rate for TRS-Care by rider; Adjust  
         the active member contribution rate for TRS-Care by statute;
