SENATE RESOLUTION NO. 644
WHEREAS, The Senate of the State of Texas is pleased to
join the Rotary Club of Pasadena and the City of Pasadena in
paying tribute to Constable Bill Bailey on April 29, 2005, which
has been named Bill Bailey Day in Pasadena; and
WHEREAS, Certain individuals in the community often bear
the most responsibility; Bill Bailey is one such person; and
WHEREAS, Born Milton Odom Stanley into an enthusiastic and
politically active family, he grew up in Galena Park and made his
first political speech at the age of 13; and
WHEREAS, Weathering the trauma of his family's relocation
to Temple, Milton and his gift of gab soon found a niche in the
broadcasting industry when a school speech project led to a
position on the morning rural round up show on KTEM radio and the
beginning of a career as a radio star; and
WHEREAS, After a brief detour to Des Moines and Peoria, the
young radio personality returned to his beloved Texas without a
job; and
WHEREAS, Radio station KTHT had been actively promoting
their newest radio personality, Bill Bailey, but he reneged on
the contract after a few weeks; providentially, Milton Stanley
applied for a job and Bill Bailey's job was offered to him if he
was willing to change his name; he did and he was soon widely
known as Bill Bailey; and
WHEREAS, Bill was lured to KIKK two years later and began
his rapid ascent to radio stardom; he was named the Number One
Country Music Broadcaster in a Major Market and Program Director
of the Year by Billboard magazine; and
WHEREAS, After retiring from broadcasting, he was elected
constable for Harris County Precinct 8 in 1982; he inherited a
17-member department that was focused on serving civil papers,
dealing with landlord-tenant disputes, and patrolling the
streets of the eastern Harris County industrial communities of
Pasadena, Deer Park, and La Porte; and
WHEREAS, Demanding high professional standards of his
staff, Bill built his department to over 75 employees who are
highly respected in the community; he counts among his many
achievements initiating a program to guard the families and homes
of astronauts while they are in space; and
WHEREAS, Whether he is emceeing at a Rotary luncheon,
announcing at the Texas Prison Rodeo, presiding over the Justices
of the Peace and Constables Association, or volunteering with the
Houston Livestock Show and Rodeo, Bill Bailey has inspired those
around him with his enthusiasm, his integrity, and his
initiative; his example of hard work and dedication has earned
him the respect of all who know him; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
79th Legislature, hereby commend Constable Bill Bailey for his
many professional and civic accomplishments and honor him on the
special occasion of Bill Bailey Day in Pasadena; and, be it
further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of high regard from the Texas Senate.
