R E S O L U T I O N
WHEREAS, Lillian Williams Crouch was inducted into the El
Paso Commission for Women Hall of Fame on March 11, 2005; and
WHEREAS, Established in 1985, the commission is composed of
El Paso citizens who are committed to the pursuit of equal rights
and responsibilities for all women; inductees to the organization's
Hall of Fame are recognized in one of five categories, including
arts, civic leadership, education, professional, and public
service; and
WHEREAS, Selected for the education category, Mrs. Crouch
worked as a teacher and school administrator for 37 years, before
her retirement in 2001; her history is peppered by significant life
challenges, but she always emerged from those setbacks with a
strong spirit and a desire to give back to her community; and
WHEREAS, At age 15, this remarkable woman graduated from high
school in Dallas and later earned her bachelor's degree from
Huston-Tillotson College in Austin; she also obtained her master's
degree in education from The University of Texas and completed
postgraduate studies at Texas Tech in Lubbock; and
WHEREAS, Mrs. Crouch was hired to teach at Whispering Pines,
an innovative school in Florida, and later became assistant
principal at Burnet Elementary School in El Paso; she was the first
African American to reach the director level in the El Paso
Independent School District and was later promoted to executive
director of human resources; she has shared her experience and
expertise with school districts throughout the country and in
Germany, where she taught American children during her husband's
service in the military; and
WHEREAS, A valued community leader, Mrs. Crouch is a former
vice president and board member of the El Paso Community Foundation
and has served as a director of the El Paso County Historical
Society and the El Paso Federal Credit Union; currently, she is the
first vice president of the Woman's Club and is chairing the
organization's 2005 civic benefit luncheon; moreover, she has
received numerous awards for her service, including the Texas
Congress of Parents and Teachers Outstanding Principal Award, the
Delta Kappa Gamma Society International Theta Iota Achievement
Award, and the Afro American Cultural Association Martin Luther
King, Jr., Public Service Award; and
WHEREAS, Mrs. Crouch and her husband, James, are avid
supporters of The University of Texas at El Paso and have
established an endowed scholarship in memory of their son,
Frederick James Crouch; and
WHEREAS, The strength of our communities and the educational
vitality of the State of Texas depend on the dedication of women
like Lillian Crouch; she uses her considerable talents and gentle
spirit to serve others, and it is a pleasure to join in honoring her
at this time; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby congratulate Lillian Williams Crouch on her
induction into the El Paso Commission for Women Hall of Fame and
extend to her sincere best wishes for the future; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mrs. Crouch as an expression of high regard by the
Texas House of Representatives.
