	Amend the Menendez amendment as follows:                                     
	Strike Section (4) of the amendment and substitute the 
following:            
	'(4)  On Page III-7, strike Rider 3, paragraph c and 
substitute the following:
	"c.  General Revenue for an annual supplement (pass-through) 
of $1,000 for all employees to be used as salary or to assist with 
the cost of health care."'
