Amend CSSB 1 as follows:
(1) Under the Article XI appropriations to the Water Development Board (page XI-69), add the following appropriately
numbered rider:
___. Contingent Appropriation: Economically Distressed
Areas in Harris County and Fort Bend County. (a) Contingent on the
availability of funds, the sum of $15,100,000 is appropriated out
of the General Revenue Fund to the Texas Water Development Board for
the state fiscal biennium beginning September 1, 2005, to be used as
follows:
(1) $15,000,000 to be deposited to the credit of the
Water Assistance Fund No. 480 and to be transferred by the Texas
Water Development Board to the Water Loan Assistance Fund No. 481 to
be used by the board to make grants to political subdivisions in
Harris County and Fort Bend County for projects that provide
adequate water or wastewater service to areas:
(A) in which water and wastewater services are
inadequate to meet minimal needs for residential use; and
(B) that have a median household income that is
not greater than 75 percent of the median state household income;
and
(2) $50,000 in each year of the biennium to support one
additional full-time equivalent employee of the Texas Water
Development Board to administer the program.
(b) Any unexpended balances of the amount appropriated
under Subsection (a)(2) of this rider for the state fiscal year
beginning September 1, 2005, are appropriated for the purpose
specified by that subsection for the state fiscal year beginning
September 1, 2006.
(c) The number of full-time equivalent employee positions
otherwise authorized by this Act for the Texas Water Development
Board is increased by one for each fiscal year of the state fiscal
biennium beginning September 1, 2005, as provided by Subsection
(a)(2) of this rider.
(d) A full-time equivalent employee described by this rider
is not counted for purposes of determining whether a provision of
this Act that requires a percentage reduction in the full-time
equivalent employee limit shown in the bill pattern of a state
agency applies to the Texas Water Development Board.
(2) Adjust the article totals (page XI-1) accordingly.
