	Amend CSHB 3461 on page 1, line 24, through page 2, line 1, by 
striking "A municipality may not adopt a moratorium on property 
development" and substituting "A municipality with a population of 
more than 25,000 may not adopt a moratorium on residential or 
commercial property development and a municipality with a 
population of 25,000 or less may not adopt a moratorium on 
residential property development".
