Amend CSHB 1 (Senate committee report) by striking SECTION 

13.04 of the bill (page 54, lines 40-45) and substituting the 

following:

	SECTION 13.04.  The legislature will implement reforms to the 

system by which the state and school districts procure and purchase 

textbooks.  The State Board of Education should forego the issuance 

of proclamations on and after the effective date of this Act. 

Reforms to the existing system may include changes in the manner in 

which funding for instructional materials is provided and such 

changes may affect materials called for in Proclamation 2005.
