The Committee on Infrastructure Development and Security will hold a
hearing, jointly for a portion of the time with the House Transportation
Committee, on Tuesday, May 4, 2004 at 8:30 a.m. If the Senate and House are
are in session, the committees will meet 30 minutes upon adjournment of
both houses. If the House is in session and the Senate is not, the Senate
Infrastructure Development and Security Committee will meet first to take
up charges 3 & 4.  Upon adjournment of the House the joint hearing will
begin 30 minutes after adjournment.  The following charge will be taken up
with the House Transportation Committee:

1.  Study the implementation and make recommendations to enhance the
effectiveness of HB 3588 relating to the construction, acquisition,
financing, maintenance, management, operation, ownership, and control of
transportation facilities including, but not limited to, multimodal
transportation in Texas.  Monitor and report on the adequacy and use of
trauma care funds generated as a result of the legislation and make
recommendations for improving the funding of trauma care services.

The Senate Infrastructure Development and Security Committee will hear
invited testimony on the following committee interim charges:

3.  Study and make recommendations for innovative approaches to
highway construction and maintenance.  Focus on recommendations for
streamlining Texas Department of Transportation operations, including
methods of expediting permitting procedures while maintaining
environmental safeguards.  Examine and make recommendations for regional
options for increasing financing, including, but not limited to,
the creation of a local option motor fuels tax.

4.  Evaluate and make recommendations relating to funding allocations
for TransTexas Corridor projects.  Monitor and report on the status
of the projects, including their impact on local, regional, and state
transportation.

Adoption of Committee minutes from 4-13 a.m., 4-13 p.m. and 4-14
