         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Legislative Oversight Committee  
         on Higher Education was held on Tuesday, January 20, 2004, in  
         the Capitol Extension, E1.030, at Austin, Texas.

         The chair called the meeting to order at 1:55 p.m.  There being  
         a quorum present, the following business was transacted: 
          
         Senator Zaffirini moved adoption of the committee rules.   
         Without objection, it was so ordered. 
          
         Witnesses testifying and registering on Spring 2004 tuition  
         increases are shown on the attached list.     
          
         At 4:55 p.m. Senator Shapiro assumed the chair.   
          
         At 5:00 p.m. Representative Morrison resumed the chair.   
          
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.   
          
         There being no further business, at 7:20 p.m. Representative  
         Morrison moved that the Committee stand recessed subject to the  
  
         call of the chair.  Without objection, it was so ordered.
