         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Joint Interim Committee on Higher  
         Education was held on Tuesday, April 20, 2004, in the John H.  
         Reagan Building, Room 120, at Austin, Texas.

         The chair called the meeting to order at 1:20 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Witnesses testifying and registering on community colleges are  
         shown on the attached list.   
          
         At  3:50 p.m. Representative Goolsby assumed the chair. 
          
         At 3:55 p.m. Representative Morrison resumed the chair. 
          
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.  
          
         There being no further business, at 4:02 p.m. Representative  
         Morrison moved that the Committee stand recessed subject to the  
         call of the chair.  Without objection, it was so ordered.
