         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Subcommittee on the Lease  
         of State Water Rights was held on Thursday, March 11, 2004, at  
         the Marfa High School Auditorium in Marfa, Texas.

         The chair called the meeting to order at 1:02 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Committee heard invited testimony from the following  
         individuals regarding the lease of state water rights: 
          
                    Ms. Kathleen Hartnett White, Chairman 
              Texas Commission on Environmental Quality 
          
          Ms. Janet Adams, General Manager 
              Jeff Davis County Underground Water Conservation District 
              Brewster County Groundwater Conservation District 
              Presidio County Underground Water Conservation District 
          
          Mr. Stephen Hartmann, Executive Director 
              University Lands, The University of Texas System 
                   
         Following invited testimony, the Committee heard public  
         testimony.  Witnesses testifying and registering on, for, and  
         against the issue are shown on the attached list. 
          
         There being no further business, at 5:15 p.m. Senator Madla  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objections, it was so ordered.
