         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Infrastructure Development  
         and Security Committee was held on Monday, May 19, 2003, in the  
         Capitol Extension, Room E1.028, at Austin, Texas.

         The chair called the meeting to order at 9:08 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         At 9:11 a.m. Senator Shapiro assumed the chair.   
          
         The chair laid out HB 3588, relating to the construction,  
         acquisition, financing, maintenance, management, operation,  
         ownership, and control of transportation facilities and the  
         progress, improvement, policing, and safety of transportation in  
         the state, and recognized the Senate sponsor, Senator Ogden, to  
         explain the bill.  Senator Shapiro moved that HB 3588 be left  
         pending; without objection, it was so ordered.   
          
         At 9:15 a.m. Senator Ogden resumed the chair.   
          
         At 9:20 a.m. Senator Shapiro assumed the chair.   
          
         The chair laid out HB 3017, relating to the organization,  
         administration, and validation of the creation and certain  
         action of a coordinated county transportation authority, and  
         recognized the Senate sponsor, Senator Nelson, to explain the  
         bill.  Senator Shapiro sent up a committee substitute; the chair  
  
         recognized Senator Nelson to explain the difference between the  
         committee substitute and the bill as filed.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  The chair moved that the public testimony be closed;  
         without objection, it was so ordered.  Senator Shapiro moved  
         that HB 3017 be left pending; without objection, it was so  
         ordered.   
          
         The chair laid out HB 1831, relating to specific logo  
         information signs, and recognized the Senate sponsor, Senator  
         Deuell, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator Shapiro moved that HB  
         1831 be left pending; without objection, it was so ordered.   
          
         The chair laid out HB 2905, relating to the granting of  
         variances to certain requirements concerning specific  
         information logo signs, major agricultural interest signs, and  
         major shopping area guide signs, and recognized the Senate  
         sponsor, Senator Deuell, to explain the bill.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  The chair moved that the public testimony be closed;  
         without objection, it was so ordered.  Senator Shapiro moved  
         that HB 2905 be left pending; without objection, it was so  
         ordered.   
          
         The chair laid out HB 946, relating to the permissible size of  
         certain recreational vehicles operated on a public highway, and  
         recognized Senator Lindsay, in the absence of the Senate  
         sponsor, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator Shapiro moved that HB 946  
         be left pending; without objection, it was so ordered.

         The chair laid out HB 1733, relating to certain records kept by  
         persons who weigh cargo transported by commercial motor  
         vehicles, and recognized the Senate sponsor, Senator Shapiro, to  
         explain the bill.  Senator Shapiro sent up Committee Amendment  
         1.  Witnesses testifying and registering on the bill are shown  
         on the attached list.  The chair moved that the public testimony  
         be closed; without objection, it was so ordered.  Senator  
         Lindsay moved that HB 1733 be left pending; without objection,  
         it was so ordered.   
          
         The chair laid out HB 2500, relating to the enforcement of fares  
         imposed for the use of                  certain public  
         transportation systems; providing penalties, and recognized  
         Senator Shapiro, in the absence of the Senate sponsor, to  
         explain the bill.  Senator Shapiro sent up a committee  
         substitute; the chair recognized Senator Shapiro to explain the  
  
         difference between the committee substitute and the bill as  
         filed.  Witnesses testifying and registering on the bill are  
         shown on the attached list.  The chair moved that the public  
         testimony be closed; without objection, it was so ordered.   
         Senator Lindsay moved that HB 2500 be left pending; without  
         objection, it was so ordered.   
          
         The chair laid out HB 623, relating to the regulation of motor  
         vehicle title services, and recognized Senator Shapiro, in the  
         absence of the Senate sponsor, to explain the bill.  Witnesses

         list.  The chair moved that the public testimony be closed;  
         without objection, it was so ordered.  Senator Lindsay moved  
         that HB 623 be left pending; without objection, it was so  
         ordered.   
          
         The chair laid out HB 1512, relating to meetings to exchange  
         information regarding emergency management plans relating to  
         pipeline safety, and recognized Senator Shapiro, in the absence  
         of the Senate sponsor, to explain the bill.  Witnesses

         list.  The chair moved that the public testimony be closed;  
         without objection, it was so ordered.  Senator Lindsay moved  
         that HB 1512 be left pending; without objection, it was so  
         ordered.   
          
         Senator Shapiro moved that the committee stand recessed until  
         Senate session adjournment; without objection, it was so  
         ordered. 
          
         Senator Ogden reconvened the hearing at 3:26 p.m. at his desk in  
         the Senate Chamber, pursuant to suspension of Senate Rule 11.10. 
          
         Senator Lindsay moved adoption of the minutes from the previous  
         hearing held on May 15, 2003; without objection, it was so  
         ordered.   
          
         The chair laid out HB 623, which had been left pending earlier  
         in the hearing.  Senator Wentworth moved that HB 623 be reported  
         favorably to the Senate with the recommendation that it do pass  
         and be printed.  Senator Shapleigh requested unanimous consent  
         to be shown voting aye on HB 623; without objection, it was so  
         ordered. The motion carried with a record vote of 7 ayes, 0 nay,  
         0 present not voting, and 2 absent.  Senator Wentworth moved  
         that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.
