         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Infrastructure Development  
         and Security Committee was held on Monday, April 7, 2003, in the  
         Capitol Extension, Room E1.028, at Austin, Texas.

         The chair called the meeting to order at 10:01 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out SB 139, relating to designation of the  
         structure between Port Isabel and Padre Island as the Queen  
         Isabella Memorial Bridge, and recognized the author, Senator  
         Lucio, Jr., to explain the bill.  Senator Deuell sent up a  
         committee substitute; the chair recognized Senator Lucio, Jr. to  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Deuell moved adoption of the committee  
         substitute; without objection, it was so ordered.  The chair  
         moved that the bill be left pending, awaiting public testimony;  
         without objection, it was so ordered. 
          
         The chair laid out SB 409, relating to the membership of the  
         Texas Transportation Commission, and recognized the author,  
         Senator Lucio, Jr., to explain the bill.  The chair moved that  
         the bill be left pending, awaiting public testimony; without  
         objection, it was so ordered. 
          
         The chair laid out SB 1517, relating to making security  
         personnel at commercial nuclear power plants peace officers for  
         the purpose of meeting federal requirements for protecting  
         against terrorist attacks and improving the process for  
         qualifying those security personnel, and recognized the author,  
         Senator Armbrister, to explain the bill.  Senator Deuell sent up  
  
         a committee substitute; the chair recognized Senator Armbrister  
         to explain the difference between the committee substitute and  
         the bill as filed.  The chair moved that the bill be left  
         pending, awaiting public testimony; without objection, it was so  
         ordered. 
          
         The chair laid out SB 940, relating to the unauthorized use of  
         toll roads in certain counties, and recognized the author,  
         Senator Janek, to explain the bill.  The chair moved that the  
         bill be left pending, awaiting public testimony; without  
         objection, it was so ordered. 
          
         The chair laid out SB 1445, relating to electronically readable  
         information on a driver's license or personal identification  
         certificate; providing penalties, and recognized the author,  
         Senator Averitt, to explain the bill.  Senator Shapiro sent up a  
         committee substitute; the chair recognized Senator Averitt to  
         explain the difference between the committee substitute and the  
         bill as filed.   
         The chair moved that the bill be left pending, awaiting public  
         testimony; without objection, it was so ordered. 
          
         The chair referred the following bill to the Special Select  
         Subcommittee for further consideration: SB 1893 by Armbrister,  
         relating to the issuance of special license plates to benefit  
         Texas PGA Junior Golf; without objection, it was so ordered. 
          
         Senator Lindsay moved adoption of the minutes from the previous  
         hearings held on April 3, 2003, and March 31, 2003; without  
         objection, it was so ordered.   
          
         The chair laid out SB 139, which had been left pending earlier  
         in the hearing.  Witnesses testifying and registering on the  
         bill are shown on the attached list.  The chair moved that the  
         public testimony be closed; without objection, it was so  
         ordered.  Senator Ogden moved that SB 139 be left pending until  
         later in the hearing; without objection, it was so ordered.

         traffic congestion on highways; providing penalties, and

         objection, it was so ordered.  Senator Ogden moved that SB 1037  
         be left pending; without objection, it was so ordered.   
          
         The chair laid out SB 1184, relating to the enforcement of  
         commercial motor vehicle safety standards, and recognized the  
         author, Senator Deuell, to explain the bill.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  The chair moved that the public testimony be closed;  
         without objection, it was so ordered.  Senator Ogden moved that  
         SB 1184 be left pending; without objection, it was so ordered.   
          
         The chair laid out SB 1412, relating to procurement rules,  
         guidelines, and procedures for regional transportation  
         authorities, and recognized the author, Senator Deuell, to  
         explain the bill.  Witnesses testifying and registering on the

         ordered.  Senator Ogden moved that SB 1412 be left pending until

         The chair laid out SB 1714, relating to the designation of  
         Farm-to-Market Road 1535 between Fort Sam Houston and Camp  
         Bullis as the Second Indian Head Division Memorial Highway, and  
         recognized the author, Senator Wentworth, to explain the bill.

         At 12:24 p.m. Senator Ogden resumed the chair.   
          
         The chair laid out SB 233, relating to the designation of a  
         portion of State Highway 195 as the Phantom Warriors Highway,  
         and recognized Senator Wentworth, in the absence of the author,  
         to explain the bill.  Senator Wentworth sent up a committee  
         substitute; the chair recognized Senator Wentworth to explain  
         the difference between the committee substitute and the bill as  
         filed.  Witnesses testifying and registering on the bill are  
         shown on the attached list.  The chair moved that the public

         the Texas Department of Transportation of information regarding  
         railroad crossings; imposing a penalty, and recognized the  
         author, Senator Ogden, to explain the bill.  Senator Ogden sent

         At 12:52 p.m. Senator Ogden resumed the chair.   
          
         The chair laid out SB 1348, relating to the designation of NASA  
         Road 1 and Farm-to-Market Road 528 as the NASA Parkway and  
         recognized Senator Ogden, in the absence of the author, to  
         explain the bill.  Senator Ogden sent up a committee substitute;
