         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Health &  
         Human Services was held on Wednesday, April 28, 2004, in the  
         Senate Chamber at Austin, Texas.

         The Chair called the meeting to order at 9:00 a.m. 
          
         The Chair made opening remarks and announcements. 
          
         The Chair opened the floor to invited testimony relating to the  
         Committee's charge regarding federal re-authorization of TANF  
         (Temporary Assistance for Needy Families).  Witnesses testifying  
         and registering are shown on the attached list.   
          
         A quorum was established at 9:10 a.m. 
          
         Senator Eltife moved adoption of the minutes from the previous  
         hearing held on April 20, 2004; without objection, it was so  
         ordered.  
          
         The Chair opened the floor to invited testimony relating to the  
         Committee's charges regarding the federal Medicare prescription  
         drug benefit program, methods for subsidizing private insurance  
         in lieu of Medicaid and CHIP, and the development of a HIFA  
         (Health Insurance Flexibility and Accountability) waiver  
         application.  Witnesses testifying and registering are shown on the attached list.  
          
         At 10:35 a.m. Senator Janek assumed the chair.   
          
         At 10:45 a.m. Senator Nelson resumed the chair.   
          
         The Chair opened the floor to invited testimony relating to the  
         Committee's charge regarding the pilot front  
         end Medicaid fraud reduction systems.  Witnesses testifying and registering are shown on the attached list.  
          
         The Chair opened the floor to public testimony.  There being no response, the Chair closed public testimony. 
          
         There being no further business, at 11:30 a.m. Senator Armbrister moved that the Committee stand recessed  
         subject to the call of the Chair.  Without objection, it was so ordered.
