         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Health &  
         Human Services was held on Thursday, May 15, 2003, in the  
         Capitol Extension, Room E1.016, at Austin, Texas.

         The Chair called the meeting to order at 9:05 a.m.  The  
         following business was transacted:   
          
         The Chair laid out Senate Bill 1339 and recognized its author,  
         Senator Wentworth, to explain the bill. 
          
         Senator Wentworth explained the bill. 
          
         The Chair opened the floor for public testimony.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list. 
          
         The Chair closed public testimony. 
          
         The Chair announced that the bill would be left pending 
          
         The Chair laid out Senate Bill 1825 and recognized its author,  
         Senator Van de Putte, to explain the bill. 
          
         Senator Van de Putte explained the bill. 
          
         Senator Janek sent up a committee substitute; the Chair  
         recognized Senator Van de Putte to explain the difference  
         between the committee substitute and the bill as filed.   
          
         At 9:45 a.m. Senator Janek assumed the chair.   
          
         The Chair opened the floor for public testimony.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list. 
          
         The Chair closed public testimony. 
          
         The Chair announced that the bill would be left pending. 
          
         The Chair laid out Senate Bill 1393 and recognized its author,  
         Senator Wentworth, to explain the bill. 
          
         Senator Wentworth explained the bill. 
          
         Senator Deuell sent up a committee substitute; the Chair  
         recognized Senator Wentworth to explain the difference between  
         the committee substitute and the bill as filed.   
          
         The Chair opened the floor for public testimony.  Witnesses

         Senator Zaffirini explained the bill.

         The Chair closed public testimony. 
          
         The Chair announced that the bill would be left pending. 
          
         There being no further business, at 10:22 a.m. Senator Deuell  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
