         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Senate Committee on Health & Human Services was held on  
         Wednesday, April 30, 2003, at Senator Nelson's Desk.

         The Chair called the meeting to order at 2:05 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         At 2:05 p.m. Senator Janek assumed the chair.   
          
         The Chair recalled House Concurrent Resolution 56 which had  
         previously been left pending. 
          
         Senator Nelson sent up a committee substitute; the Chair  
         recognized Senator Nelson to explain the difference between the  
         committee substitute and the bill as filed.  Senator Nelson  
         moved adoption of the committee substitute; without objection,  
         it was so ordered.   
          
         Senator Nelson moved that House Concurrent Resolution 56 do not  
         pass but that CSHCR 56 be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 8 ayes, 0 nays, 0 present not  
         voting, and 1 absent.   
          
         Senator Nelson moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
         The Chair recalled House Concurrent Resolution 57 which had  
         previously been left pending. 
          
         Senator Nelson moved that House Concurrent Resolution 57 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 8 ayes, 0 nays, 0 present not voting, and 1 absent.  Senator  
         Carona asked to be shown voting aye; without objection, it was  
         so ordered. 
          
         Senator Nelson moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
          
         At 2:08 p.m. Senator Nelson resumed the chair.  
          
         The Chair recalled Senate Bill 56 which had previously been left  
         pending. 
          
         Senator Zaffirini moved adoption of the committee substitute  
         which had previously been laid out; without objection, it was so  
         ordered. 
          
         Senator Zaffirini moved that Senate Bill 56 do not pass but that  
         CSSB 56 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 8 ayes, 0 nays, 0 present not voting, and 1  
         absent.   Senator Carona asked to be shown voting aye; without  
         objection, it was so ordered. 
          
         Senator Zaffirini moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The Chair recalled Senate Bill 216 which had previously been  
         left pending. 
          
         Senator Zaffirini requested unanimous consent to incorporate  
         Committee Amendment 1, which had previously been adopted, into a  
         committee substitute; without objection, it was so ordered.   
         Senator Zaffirini then moved that the new committee substitute  
         be adopted; without objection, it was so ordered.

         Senator Zaffirini moved that Senate Bill 216 do not pass but  
         that CSSB 216 be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 8 ayes, 0 nays, 0 present not  
         voting, and 1 absent.  Senator Carona asked to be shown voting  
         aye; without objection, it was so ordered. 
          
         Senator Zaffirini moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
         The Chair recalled Senate Bill 1743 which had previously been  
         left pending. 
          
         Senator Zaffirini moved that Senate Bill 1743 be reported  
         favorably to the Senate with the recommendation that it do pass  
         and be printed.  The motion carried with a record vote of 8  
         ayes, 0 nays, 0 present not voting, and 1 absent.  Senator  
         Carona asked to be shown voting aye; without objection, it was  
         so ordered. 
          
         Senator Zaffirini moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The Chair recalled Senate Concurrent Resolution 25 which had  
         previously been left pending. 
          
         Senator Janek moved that Senate Concurrent Resolution 25 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 8 ayes, 0 nays, 0 present not voting, and 1 absent.  Senator  
         Carona asked to be shown voting aye; without objection, it was  
         so ordered. 
          
         There being no further business, at 2:15 p.m. Senator Janek  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
