         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Senate Committee on Natural Resources was held on Saturday,  
         May 24, 2003, in the Betty King Committee Hearing Room, 2E.20,  
         at Austin, Texas.

         The chair called the meeting to order at 12:20 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Estes made the motion to limit any public testimony to  
         one minute; without objection, it was so ordered. 
          
         The chair laid out HB 3569 and recognized Senator Staples, in  
         the absence of the Senate sponsor, to explain the bill.  There  
         were no witnesses on the bill.  Senator Staples moved that HB  
         3569 be reported favorably to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 6 ayes, 0 nay, 0 present not voting, and 5  
         absent.  Senator Jackson moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The chair laid out HB 3635 and recognized Senator Staples, in  
         the absence of the Senate sponsor, to explain the bill.  There  
         were no witnesses on the bill. Senator Staples moved that HB  
         3635 be reported favorably to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 6 ayes, 0 nay, 0 present not voting, and 5  
         absent.  Senator Jackson moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         At 12:25 p.m. Senator Jackson assumed the chair.   
          
         Senator Armbrister moved to bring back HB 2554 which had failed  
         to receive an affirmaive vote in committee on 5/22/03.  Senator  
         Armbrister moved to reconsider the vote having been on the  
         prevailing side.  Senator Armbrister moved that HB 2554 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 7 ayes, 0 nay, 0 present not voting, and 4 absent.  Senator  
         Jackson moved that the bill be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered.  
          
         Senator Shapiro requested unanimous consent  to be shown voting  
         aye on HB 2554;without objection, it was so ordered.  
          
         At 12:30 p.m. Senator Armbrister resumed the chair.   
          
         The chair brought up HB 3606 from pending business. There were  
         no witnesses on the bill.  Senator Estes moved that HB 3606 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote
