Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Nominations
was held on Monday, May 12, 2003, in the Capitol Extension, Room
E1.016, at Austin, Texas.

The chair called the meeting to order at 4:00 p.m.
The Chair recognized Senator Lucio who introduced Narciso
Escareno, nominee to the Board of Chiropractic Examiners.
The Chair recognized Senator Estes who introduced Martha Stovall
Martin, nominee to the Brazos River Authority Board of
Directors.
The Chair recognized Senator Armbrister who introduced Pamela Jo
Ellison, nominee to the Brazos River Authority.
The Chair introduced all nominees to the Brazos River Authority,
Suzanne Alderson Baker, Ronald David Butler, Carl Lynn Elliott,
Pamela Jo Ellison, Fred Lee Hughes, Carolyn Johnson, Martha
Stovall Martin, John Riley Skaggs, Salvatore A. Zaccagnino. He
questioned the issue of salaries, desalinization, and rights to
the Brazos River.
There being no quorum present, the Chair announced that the
consideration of the nominees would be left pending awaiting the
arrival of a quorum.
The Chair introduced Glenda Kane, nominee to the Board of Mental
Health and Mental Retardation. The second nominee, Gray Miller,
was unable to attend the Senate hearing. The Chair questioned
the budget changes. There being no other questions, the Chair
announced that the nominee would be left pending awaiting the
arrival of a quorum.
The Chair introduced the nominees to the State Securities Board,
Bryan Brown and Jack Ladd. Senator Barretos questioned their
connection with Enron, fees, budget and the number of employees.
Senator Hinojosa questioned subpoena power. There being no
further questions the Chair announced that the nominees would be
left pending awaiting the arrival of a quorum.
The Chair introduced the Board of Chiropractic Examiner
nominees, Narciso Escareno, Scott Edward Isdale and Steve
Minors. Each gave their opening remarks. The Chair recognized
Senator Barrientos who introduced the nominees to the Board.
Senator Deuell questioned the scope of the practice.
A quorum was present at 5:25pm.
A motion carried to adopt the minutes from the previous meeting.
A motion carried to move the Brazos River Authority Board of
Directors nominees to the full Senate. The motioned passed with
6 ayes and 0 nays. Senator Harris and Senator Jackson asked to
be shown voting aye.
A motion carried to move the State Securities Board nominees to
the full Senate. The motion passed with 6 ayes and 0 nays.
Senator Harris and Senator Jackson asked to be shown voting aye.
A motion carried to move the Board of Chiropractic Examiners
nominees to the full Senate. The motion passed with 6 ayes and
0 nays. Senator Harris and Senator Jackson asked to be shown
voting aye.
The Chair brought back to the table Glenda Kane, nominee to the
Texas Board of Mental Health and Mental Retardation. Senator
Hinojosa introduced Glenda Kane. She gave her opening remarks.
After answering the Senators' questions, a motion passed to send
the non appearing nominee Gray Miller, and appearing nominee,
Glenda Kane to the full Senate. There being no objections, the
motion passed with 6 ayes and 0 nays. Senator Harris and
Senator Jackson asked to be shown voting aye.
A motion carried to pass to the full Senate all of the non
appearing nominees with the Texas Aerospace Commission, Texas
Structural Pest Control Board, Texas Public Finance Authority,
Texas Council on Purchasing from People with Disabilities, Texas
Rehabilitation Commission, Council on Sex Offender Treatment,
Texas Veterans Commission, Manufactured Housing Board, Texas
Board of Licensure for Professional Medical Physicists, State
Preservation Board, Texas County and District Retirement System,
Automobile Theft Prevention Authority, Crime Stoppers Advisory
Council, Texas State Board of Examiners of Dietitians, and Texas
Agricultural Finance Authority Board of Directors. The motion
passed with 6 ayes and 0 nays. Senator Harris and Senator
Jackson asked to be shown voting aye.
There being no other business, at 5:40pm, Chairman Lindsay
announced that the Committee would stand in recess subject to
the call of the Chair. There being no objections, the committee
recessed.
