         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Nominations  
         was held on Monday, May 5, 2003, in the Capitol Extension, Room  
         E1.016, at Austin, Texas.

         The Chair called the meeting to order.  
          
         The Chair introduced Steve Cronin, Nancy Elizabeth Lavinski,  
         Nancy Perryman, Louis Sturns, and Linda Timmerman, nominees to  
         the Trinity River Authority. 
          
         The Chair recognized Senator Armbrister, who introduced Bob Long  
         and Charles Moser, nominees to the Lower Colorado River  
         Authority. 
          
         The Chair introduced Linda Timmerman and Louis Sturns, nominees  
         to the Trinity River Authority.  Senator Barrientos questioned  
         if the position was paid, the responsibility of the Board, and  
         the number of employees and vehicles. 
          
         The Chair recognized Senator Staples, who introduced Nancy  
         Perryman, Nancy Lavinski and Steve Cronin, nominees to the  
         Trinity River Authority. 
          
         There being no quorum present,  the Chair announced that the  
         consideration of the nominees would be left pending awaiting the  
         arrival of a quorum. 
          
         The Chair introduced G. Hughes Abell, Connie Granberg, Robert  
         Kent Long, Charles Moser and Ray Wilkerson, nominees to the  
         Lower Colorado River Authority.  Each gave their opening  
         remarks.  There being no questions and no quorum present, the  
         Chair announced that the consideration of the nominees would be  
  
         left pending awaiting the arrival of a quorum.   
          
         The Chair introduced Sandra L. DeSobe, Waymon Ray Hinson and  
         B.W. McClendon, nominees to the State Board of Examiners of  
         Marriage and Family Therapists.  Nominee Antonio a. Morales was  
         not present.  Each gave their opening remarks.  Senator  
         Barrientos questioned the number of employees, their budget and  
         license fees.  There being no other questions, the Chair  
         announced that the consideration of the nominees would be left  
         pending awaiting the arrival of a quorum. 
          
         The Chair recognized Senator Zaffarini, who introduced Charles  
         Speier, nominee to the Board of Pardons and Paroles.   
          
         The Chair recalled the nominees to the LCRA for questioning.   
         Senator Barrientos introduced G. Hughes Abell and Ray Wilkerson.   
         Senator Barrientos questioned the Board regarding water permits  
         and jurisdiction.   
          
         A quorum was present at 5:15pm. 
          
         A motion passed to accept the minutes from the previous meeting.   
          
         There being no other questions for the nominees to the LCRA, a  
         motion passed to send the nominees to the full Senate with 5  
         ayes and 0 nays. 
          
         A motion passed to send all appearing nominees of the Board of  
         Examiners of Marriage and Family Therapists to the full Senate  
         with 5 ayes and 0 nays. 
          
         A motion passed to send all Trinity River Authority nominees,  
         including non-appearing nominees Connie Arnold and Patricia  
         Webb, to the full Senate with 5 ayes and 0 nays. 
          
         The Chair introduced Daniel R. Guerra, Lynn Phelan, Brendolyn  
         Rogers Johnson and Charles C. Speier, nominees to the Board of  
         Pardons and Paroles.  The Chair asked their opinion on whether  
         there were too many people in jail due to minor drug charges.   
         Each agreed there were.  Senator Barrientos questioned  
         sentencing victims, fees and the structure of the Board.  There  
         being no other questions, the motion passed to send the nominees  
         to the full Senate with 5 ayes and 0 nays. 
          
         A motion to move all nominees with the Upper Guadalupe River  
         Authority, Evergreen Underground Water Conservation District,  
         Guadalupe and Blanco River Authority, Lavaca-Navidad River  
         Authority, Nueces River Authority Board of Directors, Sabine  
         Bar, Pass, and Tributaries Pilot Commissioners and San Antonio  
         River Authority, to the full Senate passed with 5 ayes and 0  
         nays.   
          
         There being no other business, at 5:45pm, Chairman Lindsay  
         announced that the committee would stand in recess subject to  
         the call of the Chair.  There being no objections, the committee  
  
         recessed.
