         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Wednesday, May 7, 2003, in the Senate Chamber at  
         Austin, Texas.

         Chairman Ratliff called the meeting to order at 8:00 a.m., and  
         resumed taking testimony on the committee substitute for HB 4.   
         At 9:10 a.m., a quorum was established.  
          
         During Mike Hull's testimony, the committee stood at ease from  
         10:09 a.m. to 10:12 a.m.  Mr. Hull then continued his testimony.   
         Prior to recessing for session, Chairman Ratliff announced that  
         there were three witnesses (Richard Hile, TTLA, Alan Waldrop,  
         Texans for Lawsuit Reform, and Mike Slack, TTLA) left to testify  
         and those three witnesses would be called when the committee  
         reconvened upon the adjournment of the senate. 
          
         At 10:40 a.m.,  the chairman moved that the committee stand  
         recessed until after adjournment of the Senate; without  
         objection, it was so ordered.   
          
         At 4:25 p.m., the committee reconvened, and the chairman called  
         the last three witnesses in the following order:  1.) Richard  
         Hile, TTLA, 2.) Alan Waldrop, Texans for Lawsuit Reform, and 3.)  
         Mike Slack, TTLA.  At the conclusion of Mr. Slack's testimony,  
         the chairman  moved that the public testimony on the committee  
         substitute for HB 4 be closed; without objection, it was so  
         ordered.  Witnesses testifying and registering on the substitute  
         during the hearing are shown on the attached list.  During the  
         afternoon session, Senator Staples was in the chair for a brief  
  
         period of time. 
          
         There being no further business, at 7:10 p.m., Chairman Ratliff  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
