         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Monday, April 14, 2003, in the Senate Chamber at  
         Austin, Texas.

         Chairman Ratliff called the meeting to order at 8:00 a.m.  There  
         being a quorum present, the chairman opened the public testimony  
         portion on Article 5 of HB 4.  At 9:15 a.m., Senator Staples  
         assumed the chair.  At 9:20 a.m., Senator Ratliff resumed the  
         chair and testimony continued. 
          
         At 1:00 p.m., Senator Ratliff moved that the committee stand  
         recessed until after adjournment of the Senate; without  
         objection, it was so ordered.   
          
         At 4:25 p.m., the committee reconvened and continued the public  
         testimony portion on Article 5 of HB 4.  Witnesses testifying  
         and registering on the bill during today's hearing are shown on  
         the attached list.  The chairman moved that public testimony on  
         Article 5 be closed; without objection, it was so ordered.  The  
         chairman announced that the committee would meet again at 8:00  
         a.m., Tuesday, April 15, 2003, and would start taking public  
         testimony on Article 6 of HB 4.  At 7:04 p.m., Senator Ratliff  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
