         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Monday, April 7, 2003, in the Senate Chamber at  
         Austin, Texas.

         Chairman Ratliff called the meeting to order at 8:00 a.m., and  
         briefly discussed the logistics of  hearing HB 4.  Senator  
         Staples assumed the chair and laid out HB 4.  Senator Ratliff  
         opened the public testimony portion of the hearing on Article 1  
         of HB 4. At the conclusion of public testimony, Senator Ratliff  
         moved that public testimony on Article 1 be closed; without  
         objection, it was so ordered.  At 12:40 p.m., Senator Ratliff  
         moved that the committee stand recessed until after adjournment  
         of the Senate; without objection, it was so ordered.   
          
         At 4:30 p.m., the committee reconvened and Senator Ratliff  
         opened the public testimony portion of the hearing on Article 2  
         of HB 4. Witnesses testifying and registering on the bill during  
         today's hearing are shown on the attached list. At 7:05 p.m.,  
         Senator Staples indicated that testimony on Article 2 would  
         continue at the committee's next regularly scheduled meeting on  
         Thursday, April 10, 2003.  Senator Staples then recessed the  
         committee subject to the call of the chairman.
