         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Senate Committee on Government Organization was held on  
         Friday, April 25, 2003, in the Senate Chamber at Senator Ellis'  
         desk.

         The chair called the meeting to order at 11:47 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         CSSB 1771 was left pending during the Senate Committee on  
         Government Organization's hearing on April 16th. 
          
         The chair unadopted the committee substitute and sent up a new  
         committee substitute.  The chair recognized Senator Brimer to  
         explain the difference between the new committee substitute and  
         the bill as filed.  Senator Wentworth moved adoption of the new  
         committee substitute; without objection, it was so ordered.  
         Witnesses which testified and/or registered on the bill during  
         the April 16th's hearing are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator Brimer moved that SB 1771  
         do not pass but that the new CSSB 1771 be reported back to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a record vote of 7 ayes, 0 nay, 0  
         present not voting, and 0 absent.   
          
         There being no further business, Senator Ellis moved that the  
         Committee stand recessed subject to the call of the chair.   
         Without objection, it was so ordered.
