         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public joint hearing of the Senate Committee on  
         Government Organization and House Government Reform Committee  
         was held on Wednesday, February 12, 2003, in the Room E1.026

         The chair called the meeting to order at 1:12 p.m.  A quorum  
         having been previously established, the following business was  
         transacted:   
          
         The following members arrived after the meeting begin:   
         Senator Kim Brimer 
          
         Senator Ellis welcomed the House Government Reform Committee's  
         Chair and members.   
         Senator Ellis introduced Lawrence F. Alwin, Texas State Auditor.   
         Mr. Alwin briefed the joint committees on the two (2) recently  
         released State Auditor's Reports, "State Auditor's Report on  
         Major Areas of Risk Facing Texas State Government" and  
         "Addressing Operating Risk and Improving the Efficiency of  
         Texas State Government."    Additional members of the State  
         Auditor's Office and Department of Information Resources (DIR)  
         answered questions regarding the two (2) reports.  These  
         witnesses are shown on the attached witness list.                                     
          
         There being no further business, at 2:56 p.m. Senator Ellis  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
