         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Jurisprudence  
         was held on Tuesday, July 22, 2003, in the Capitol Extension  
         Auditorium at Austin, Texas.

         The chair called the meeting to order at 9:12 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         At 9:14 a.m. Senator Gallegos moved to enter the witness  
         testimony cards into the record.  With a record vote of 5 ayes,  
         0 nays, 2 absent, and 0 present not voting, the motion carried. 
          
         At 9:15 a.m. Senator Lucio moved to limit witness testimony to  
         ten minutes.  With a record vote of 5 ayes, 0 nays, 2 absent,  
         and 0 present not voting, the motion carried. 
          
         The chair laid out pending business HB 3 and began invited  
         testimony.  Witnesses testifying and registering on the bill are  
         shown on the attached list.   
          
         At 9:21 a.m. Senator Gallegos assumed the chair.   
          
         At 9:25 a.m. Senator Duncan resumed the chair.   
          
         At 9:40 a.m. Senator Gallegos assumed the chair.   
          
         At 9:49 a.m. Senator Duncan resumed the chair.   
          
         At 10:24 a.m. Senator Gallegos assumed the chair.   
          
         At 10:25 a.m. Senator Duncan resumed the chair.   
          
         At 10:42 a.m. Senator Gallegos assumed the chair.   
  
         At 10:44 a.m. Senator Duncan resumed the chair.   
          
         At 10:45 a.m. Senator Gallegos assumed the chair.   
          
         At 10:45 a.m. Senator Duncan resumed the chair.   
          
         There being no further business, at 11:24 a.m. Senator Duncan  
         announced the committee would stand recessed subject to the call  
         of the chair.
