               SENATE COMMITTEE ON INTERNATIONAL RELATIONS AND TRADE 
                               Wednesday, May 7, 2003

         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on International  
         Relations and Trade was held on Wednesday, May 7, 2003, in the  
         Capitol Extension, Room E1.016, at Austin, Texas.

         The chair called the meeting to order at 4:41 p.m.  The  
         following business was transacted:   
          
         At 4:42 p.m. Senator Shapleigh assumed the chair.   
                                                  
         The chair laid out pending business SB 1300 and recognized  
         Senator Lucio, in the absence of the author, to explain the  
         bill.  Senator Lucio sent up a committee substitute; the chair  
         recognized Senator Lucio to explain the difference between the  
         committee substitute and the bill as filed.  The bill was left  
         pending before the committee awaiting the arrival of a quorum.   
         Upon arrival of a quorum, Senator Lucio moved adoption of the  
         committee substitute; without objection, it was so ordered.   
         Senator Lucio moved that SB 1300 do not pass but that CSSB 1300  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 4 ayes, 0 nay, 0 present not voting, and 3 absent.  Senator  
         Lucio moved that the bill be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered.           
          
         The chair laid out HCR 151 and recognized the Senate sponsor,  
         Senator Lucio, to explain the bill.  The chair opened public  
         testimony for HCR 151.  Witnesses testifying and registering on  
         the bill are shown on the attached list.  The chair moved that  
         the public testimony be closed; without objection, it was so  
         ordered.  The bill was left pending before the committee  
         awaiting the arrival of a quorum.  Upon arrival of a quorum,  
         Senator Lucio moved that HCR 151 be reported favorably to the  
  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a record vote of 5 ayes, 0 nay, 0  
         present not voting, and 2 absent.  Senator Carona moved that the  
         bill be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.      
          
         At 4:54 p.m. Senator Carona assumed the chair.   
          
         The chair laid out SB 1751 and recognized the author, Senator  
         Lucio, to explain the bill.  The chair opened public testimony  
         for SB 1751.  Witnesses testifying and registering on the bill  
         are shown on the attached list.  The chair moved that the public  
         testimony be closed; without objection, it was so ordered.  At  
         the request of the author, the bill was left pending before the  
         committee.      
          
         At 5:24 p.m., the chair announced that the committee would stand  
         in recess to await the arrival of a quorum.  At 5:32 p.m., the  
         committee reconvened and a quorum was established. 
          
         At 5:32 p.m. Senator Shapleigh assumed the chair.   
          
         At 5:35 p.m. Senator Lucio resumed the chair. 
          
         Senator Nelson requested unanimous consent to be shown voting  
         "aye" on HCR 151.  There being no objection, it was so ordered. 
          
         There being no further business, at 5:37 p.m. the chair moved  
         that the committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
