         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate  Subcommittee on State  
         Contracting Practices was held on Monday, September 27, 2004, in  
         the Capitol Extension, Room E1.036, at Austin, Texas.

         The chair called the meeting to order at 9:00 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The first order of Subcommittee business was the discussion of  
         organizational matters, including Subcommittee Rules, and the  
         introduction of Subcommittee on State Contracting Practices  
         staff, Finance Committee staff, and members of the Subcommittee  
         on State Contracting Practices staffs. 
          
         The Subcommittee then heard invited testimony on the  
         Subcommittee's charge relating to the review of current  
         practices of state contracting.  Witnesses registering and  
         testifying on the charge are shown on the attached list. 
          
         At 11:56 a.m. Senator Barrientos assumed the chair.   
          
         At 12:00 p.m. Senator Zaffirini resumed the chair.   
          
         Invited testimony continued. 
          
         There being no further business, at 12:55 p.m. Senator Zaffirini  
         moved that the Subcommittee stand recessed subject to the call  
         of the chair.  Without objection, it was so ordered.
