         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Standing Senate Subcommittee on  
         Higher Education was held on Monday, March 29, 2004, in the  
         Betty King Committee Hearing Room, 2E.20, at Austin, Texas.

         The chair called the meeting to order at 9:05 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator West welcomed committee members and made opening  
         remarks. 
          
         Senator Van de Putte moved adoption of committee rules, without  
         objection, the rules were adopted. 
          
         Witnesses testifying and registering on the overview of higher  
         education in Texas are shown on the attached list.   
          
         Witnesses testifying and registering on the overview of student  
         financial assistance are shown on the attached list.    
          
         At 11:15 a.m. Senator Averitt assumed the chair.  
          
         At 11:17 a.m. Senator West resumed the chair.    
          
         Witnesses testifying and registering on Charge # 4 relating to  
         student incentives and simplifying the application process for  
         financial aid are shown on the attached list.  
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.   
          
         There being no further business, at 12:20 p.m. Senator West  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
