Pursuant to suspension of Senate Rule 11.18, a public hearing of
the Standing Senate Subcommittee on Higher Education was held on

The chair called the meeting to order at 1:09 p.m. There being
a quorum present, the following business was transacted:
The following bills were previously laid out and discussed on
April 28, 2003: SB 1127 by Van de Putte, SB 1162 by Barrientos,
and SB 1778 by Ogden.
The following bill was previously laid out and discussed on
April 7, 2003: SB 1292 by Ratliff
The committee substitute for SB 1127 was sent up and adopted on
April 28, 2003. Senator Van de Putte moved that SB 1127 do not
pass but that CSSB 1127 be reported back to the full committee
with the recommendation that it do pass and be printed. The
motion carried with a record vote of 4 ayes, 0 nay, 0 present
not voting, and 1 absent.
Senator Staples sent up a committee substitute to SB 1162; the
chair explained the difference between the committee substitute
and the bill as filed. Senator Staples moved adoption of the
committee substitute; without objection, it was so ordered.
Senator Staples moved that SB 1162 do not pass but that CSSB
1162 be reported back to the full committee with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 4 ayes, 0 nay, 0 present not
voting, and 1 absent.
Senator Janek sent up a committee substitute to SB 1292; the
chair recognized Senator Ratliff to explain the difference
between the committee substitute and the bill as filed. Senator
Janek moved adoption of the committee substitute; without
objection, it was so ordered. Senator Janek moved that SB 1292
do not pass but that CSSB 1292 be reported back to the full
committee with the recommendation that it do pass and be
printed. The motion carried with a record vote of 4 ayes, 0
nay, 0 present not voting, and 1 absent.
The committee substitute for SB 1778 was sent up and adopted on
April 28, 2003. Senator Janek moved that SB 1778 do not pass
but that CSSB 1778 be reported back to the full committee with
the recommendation that it do pass and be printed. The motion
carried with a record vote of 4 ayes, 0 nay, 0 present not
voting, and 1 absent.
There being no further business, at 1:14 p.m. Senator West moved
that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
