         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Wednesday, March 12,  
         2003, in the Capitol Extension, Room E1.028, at Austin, Texas.

         The chair called the meeting to order at 9:08 a.m.  There being  
         a quorum present, the following business was transacted:  
          
         Senator Deuell moved that the minutes from the March 5, 2003  
         Senate Committee on Intergovernmental Relations Hearing be  
         approved by the members and read into record. 
          
         The chair laid out SB 642 and recognized, Senator Deuell, to  
         explain the bill.  Witnesses testifying and registering on the  
         bill are shown on the attached list. Senator Deuell moved that  
         SB 642 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 3 ayes, 0 nay, 0 present not  
         voting, and 2 absent.  Senator Deuell also moved that the bill  
         be recommended for placement on the Local and Uncontested  
         Calendar; without objection, it was so ordered. 
          
         The chair laid out SB 454 and recognized, Senator Deuell, to  
         explain the bill.  Witnesses testifying and registering on the  
         bill are shown on the attached list. Senator Deuell moved that  
         SB 454 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 3 ayes, 0 nay, 0 present not  
         voting, and 2 absent.  Senator Deuell also moved that the bill  
         be recommended for placement on the Local and Uncontested  
         Calendar; without objection, it was so ordered. 
          
         The chair laid out SB 527 and recognized, Senator Gallegos, to  
         explain the bill.  Senator Gallegos also sent up a Committee  
         Substitute for SB 527 and explained the substitute. Witnesses  
  
         testifying and registering on the bill are shown on the attached  
         list. Senator Gallegos moved that SB 527 do not pass but that  
         CSSB 527 be reported back to the Senate with the recommendation  
         that is do pas and be printed. The motion carried with a record  
         vote of 3 ayes, 0 nay, 0 present not voting, and 2 absent.   
         Senator Gallegos also moved that the bill be recommended for  
         placement on the Local and Uncontested Calendar; without  
         objection, it was so ordered. 
          
         The chair laid out SB 592 and recognized, Senator Lindsay, to  
         explain the bill. Senator Gallegos sent up a Committee Amendment  
         to SB 592. Senator Gallegos moved adoption of the Committee  
         Amendment; without objection, it was so ordered.  Senator  
         Gallegos moved that the amendment be rolled into the body of the  
         bill; without objection, it was so ordered. Witnesses testifying  
         and registering on the bill are shown on the attached list.  
         Senator Gallegos moved the adoption of the committee substitute.  
         There being no objection, Senator Gallegos moves that Senate  
         Bill SB 592 be reported to the Senate with the recommendation  
         that it do not pass, but that the committee substitute adopted  
         in lieu thereof do pass and printed.  The motion carried with a  
         record vote of 3 ayes, 0 nay, 0 present not voting, and 2  
         absent.  Senator Gallegos also moved that the bill be  
         recommended for placement on the Local and Uncontested Calendar;  
         without objection, it was so ordered. 
          
         SB 403 was left pending.   
          
         There being no further business, at 9:29 a.m. Senator Deuell  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection it was so ordered.
