         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Administration was held on Monday, May 26, 2003, in the Capitol  
         Extension, Room E1.714, at Austin, Texas.

         The chair called the meeting to order at 8:05 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair moved that Senator Whitmire and Senator Van de Putte  
         be shown voting aye on all record votes; without objection, it  
         was so ordered. 
          
         The chair laid out HCR 92 and recognized Senator Hinojosa, in  
         the absence of the Senate sponsor, to explain the bill.  Senator  
         Hinojosa moved that HCR 92 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 7 ayes, 0 nay, 0 present  
         not voting, and 0 absent.  Senator Hinojosa moved that the bill  
         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         The chair laid out HB 2989 and recognized the Senate sponsor,  
         Senator Janek, to explain the bill.  Senator Hinojosa moved that  
         HB 2989 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 7 ayes, 0 nay, 0 present not  
         voting, and 0 absent.  Senator Jackson moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         The chair laid out HB 3009 and recognized Senator Harris, in the  
         absence of the Senate sponsor, to explain the bill.  Senator  
  
         Hinojosa moved that HB 3009 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 7 ayes, 0 nay, 0 present  
         not voting, and 0 absent.  Senator Hinojosa moved that the bill  
         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         The chair laid out HB 3636 and recognized Senator Harris, in the  
         absence of the Senate sponsor, to explain the bill.  Senator  
         Jackson moved that HB 3636 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 7 ayes, 0 nay, 0 present  
         not voting, and 0 absent.  Senator Hinojosa moved that the bill  
         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         The chair laid out the recommended list for the Local and  
         Uncontested Calender for May 28, 2003. There was discussion.  
         Senator Hinojosa moved that all bills be certified other than HB  
         264, HB 325, HB 1204, HB 2359, HB 2829, HB 2971, HB 3096, and HB  
         3157. HB 547, HB 623, HB 722, HB 725, HB 1197, HB 1446, HB 1704,  
         HB 1828, HB 1890, HB 2058, HB 2130, HB 2295, HB 2533, HB 2668,  
         HB 2905, HB 3152, and HB 3366 had already passed on the floor.  
         HCR 92, HB 2989, HB 3009, and HB 3636 were added. The motion  
         carried with a record vote of 7 ayes, 0 nay, and 0 absent. 
          
         Senator Harris moved adoption of the minutes from the previous  
         hearings held on May 22, 2003, and May 23, 2003; without  
         objection, it was so ordered.   
          
         There being no further business, at 8:50 a.m. Senator Harris  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
