         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Administration was held on Monday, May 19, 2003, in the Senate  
         Committee on Administration in the Capitol Extension, Room  
         E1.714, at Austin, Texas.

         The chair called the meeting to order at 4:00 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senators Whitmire and Janek asked to be shown as voting aye on  
         all record votes. Without objection, it was so ordered. 
          
         The chair laid out HB 2192 and recognized the Senate sponsor,  
         Senator Van de Putte, to explain the bill.  Senator Van de Putte  
         sent up Committee Amendment 1 and moved adoption; without  
         objection, the amendment was adopted.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator Wentworth moved that HB  
         2192, as amended, be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 7 ayes, 0 nay, 0 present not  
         voting, and 0 absent.  Senator Van de Putte moved that the bill  
         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         The chair laid out HB 2242 and recognized Senator Harris, in the  
         absence of the Senate sponsor, to explain the bill.  Senator  
         Hinojosa moved that HB 2242 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 7 ayes, 0 nay, 0 present  
         not voting, and 0 absent.  Senator Jackson moved that the bill  
         be recommended for placement on the Local & Uncontested  
  
         Calendar; without objection, it was so ordered.   
          
         Senator Jackson moved adoption of the minutes from the previous  
         hearing held on May 15, 2003; without objection, it was so  
         ordered.   
          
         The chair laid out HB 2348 and recognized the Senate sponsor,  
         Senator Wentworth, to explain the bill.   Senator Hinojosa moved  
         that HB 2348 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 7 ayes, 0 nay, 0 present not  
         voting, and 0 absent.  Senator Jackson moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         The chair laid out HB 2683 and recognized Senator Harris, in the  
         absence of the Senate sponsor, to explain the bill.  Senator  
         Hinojosa moved that HB 2683 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 7 ayes, 0 nay, 0 present  
         not voting, and 0 absent.  Senator Jackson moved that the bill  
         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         The chair laid out HB 3089 and recognized the Senate sponsor,  
         Senator Wentworth, to explain the bill.  Senator Hinojosa moved  
         that HB 3089 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 7 ayes, 0 nay, 0 present not  
         voting, and 0 absent.  Senator Jackson moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         The chair laid out HB 3248 and recognized Senator Wentworth, in  
         the absence of the Senate sponsor, to explain the bill.  Senator  
         Wentworth sent up a committee substitute; the chair recognized  
         Senator Wentworth to explain the difference between the  
         committee substitute and the bill as filed.  Senator Wentworth  
         moved adoption of the committee substitute; without objection,  
         it was so ordered.  Senator Wentworth moved that HB 3248 do not  
         pass but that CSHB 3248 be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 7 ayes, 0 nay, 0 present not  
         voting, and 0 absent.  Senator Wentworth moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         The chair laid out HB 3477 and recognized Senator Harris, in the  
         absence of the Senate sponsor, to explain the bill.  Senator  
         Hinojosa moved that HB 3477 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 7 ayes, 0 nay, 0 present  
         not voting, and 0 absent.  Senator Jackson moved that the bill  
         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
  
         The chair laid out HB 3542 and recognized Senator Jackson, in  
         the absence of the Senate sponsor, to explain the bill.

         absence of the Senate sponsor, to explain the bill.  Senator  
         Jackson moved that HB 2474 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 7 ayes, 0 nay, 0 present  
         not voting, and 0 absent.   
          
         The chair laid out HB 3575 and recognized Senator Harris, in the  
         absence of the Senate sponsor, to explain the bill.  Senator  
         Hinojosa moved that HB 3575 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 7 ayes, 0 nay, 0 present  
         not voting, and 0 absent.  Senator Jackson moved that the bill  
         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         The chair laid out the recommended list for the Local and  
         Uncontested Calender for May 22, 2003.  There was discussion.   
         Senator Hinojosa moved to certify all bills on the list other  
         than H.B. 845 and H.B. 1165.  S.B. 26, S.B. 846, and S.B. 1127  
         were removed because they had passed on the floor.  H.B. 147,  
         H.B. 149, H.B. 1394, H.B. 1701, H.B. 1849, H.B. 2192, H.B. 2242,  
         H.B. 2348, H.B. 2683, H.B. 2689, H.B. 3089, H.B. 3248, H.B.  
         3477, H.B. 3542, and H.B. 3575 were added. The motion carried  
         with a record vote of 7 ayes, 0 nay, and 0 absent. 
          
         There being no further business, at 4:35 p.m. Senator Harris  
         moved that the Committee be adjourned. Without objection, it was  
         so ordered.
