         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Administration was held on Monday, May 12, 2003, in the Senate  
         Administration Committee room, E1.714

         The chair called the meeting to order at 4:05 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Hinojosa assumed the chair. 
          
         The chair laid out SCR 49 and recognized Senator Harris, in the  
         absence of the author, to explain the bill.  Senator Harris  
         moved that SCR 49 be left pending to await a quorum; without  
         objection, it was so ordered.  Upon arrival of a quorum, Senator  
         Hinojosa moved that SCR 49 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 7 ayes, 0 nay, 0 present  
         not voting, and 0 absent.  Senator Whitmire asked to be shown  
         voting aye on SCR 49; without objection, it was so ordered.   
         Senator Hinojosa moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The chair laid out HB 2385 and recognized the Senate sponsor,  
         Senator Harris, to explain the bill.  Senator Harris moved that  
         HB 2385 be left pending to await a quorum; without objection, it  
         was so ordered.  Upon arrival of a quorum, Senator Harris moved  
         that HB 2385 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 7 ayes, 0 nay, 0 present not  
         voting, and 0 absent.  Senator Whitmire asked to be shown voting  
         aye on HB 2385; without objection, it was so ordered.  Senator  
  
         Jackson moved that the bill be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered.   
          
         Senator Harris assumed the chair. 
          
         The chair laid out HB 1937 and recognized Senator Hinojosa, in  
         the absence of the Senate sponsor, to explain the bill.  Senator  
         Hinojosa sent up a committee substitute; the chair recognized  
         Senator Hinojosa to explain the difference between the committee  
         substitute and the bill as filed.  Senator Hinojosa moved  
         adoption of the committee substitute; without objection, it was  
         so ordered.  Senator Hinojosa sent up Committee Amendment 1 and  
         moved adoption; without objection, the amendment was adopted.   
         Senator Hinojosa sent up Committee Amendment 2 and moved  
         adoption; without objection, the amendment was adopted. Senator  
         Hinojosa requested unanimous consent to roll the amendments into  
         a committee substitute; without objection, it was so ordered.   
         Senator Hinojosa then moved that the committee substitute be  
         adopted; without objection, it was so ordered.  Senator Hinojosa  
         moved that HB 3126 do not pass but that CSHB 3126 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a record vote of 7 ayes, 0  
         nay, 0 present not voting, and 0 absent.  Senator Whitmire asked  
         to be shown voting aye on CSHB 1937; without objection, it was  
         so ordered. Senator Hinojosa moved that the bill be recommended  
         for placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The chair laid out HB 2676 and recognized the Senate sponsor,  
         Senator Averitt, to explain the bill.  Senator Jackson moved  
         that HB 2676 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion

         registering on the bill are shown on the attached list.  The                                                                              
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator Hinojosa moved that HB  
         3126 be reported favorably to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 7 ayes, 0 nay, 0 present not voting, and 0  
         absent.  Senator Whitmire asked to be shown voting aye on HB  
         3126; without objection, it was so ordered.  Senator Hinojosa  
         moved that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.    
                                                       
         The chair laid out the Local and Uncontested Calendar  
         recommended list for May 15, 2003.  There was discussion.  The  
         chair moved that all bills on the recommended list be certified  
         except SB 769, SB 787, SB 1230, SB 1237, SB 1912 and SB 1210.   
         The motion carried with a record vote of 7 ayes, 0 nay, 0  
         present not voting, and 0 absent.  Senator Whitmire asked to be  
         shown voting aye on the certification of the recommend list for  
         May 15, 2003; without objection, it was so ordered. 
          
         There being no further business, at 4:45 p.m. Senator Harris  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
