         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Administration was held on Monday, April 28, 2003, in the  
         Administration Committee room, E1.714

         The chair called the meeting to order at 4:05 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out HB 587 and recognized Senator Janek, in the  
         absence of the Senate sponsor, to explain the bill.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  The chair moved that the public testimony be closed;  
         without objection, it was so ordered. Senator Hinojosa moved  
         that HB 587 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 6 ayes, 0 nay, 0 present not  
         voting, and 1 absent.  Senator Hinojosa moved that HB 587 not be  
         sent to the Local and Uncontested Calendar; without objection,  
         it was so ordered. 
          
         Senator Harris moved adoption of the minutes from the previous  
         hearing held on April 21, 2003; without objection, it was so  
         ordered.   
          
         The chair laid out HB 641 and recognized the Senate sponsor,  
         Senator Armbrister, to explain the bill.  Senator Hinojosa moved  
         that HB 641 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 6 ayes, 0 nay, 0 present not  
         voting, and 1 absent.  Senator Hinojosa moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
  
         without objection, it was so ordered.   
          
         The chair laid out HB 1677 and recognized the Senate sponsor,  
         Senator Armbrister, to explain the bill.  Senator Hinojosa moved  
         that HB 1677 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 6 ayes, 0 nay, 0 present not  
         voting, and 1 absent.  Senator Jackson moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         The chair laid out HB 601 and recognized Senator Hinojosa, in  
         the absence of the Senate sponsor, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on

         moved that HB 601 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion

         The chair laid out HB 1049 and recognized the Senate sponsor,  
         Senator Jackson, to explain the bill.  Senator Hinojosa moved  
         that HB 1049 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 6 ayes, 0 nay, 0 present not  
         voting, and 1 absent.  Senator Hinojosa moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         The chair laid out HB 1234 and recognized Senator Harris, in the  
         absence of the Senate sponsor, to explain the bill.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  The chair moved that the public testimony be closed;

         that HB 1234 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion

         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         The chair laid out HB 1522 and recognized Senator Harris, in the  
         absence of the Senate sponsor, to explain the bill.  Senator  
         Hinojosa moved that HB 1522 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 7 ayes, 0 nay, 0 present  
         not voting, and 0 absent.  Senator Jackson moved that the bill  
         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.  Senator  
         Wentworth asked that Senator Van de Putte be shown voting "aye"  
         on HB 1234 and HB 1522; without objection, it was so ordered.   
         Senator Hinojosa asked that Senator Whitmire be shown voting  
         "aye" on all bills that the committee had considered; without  
         objection, it was so ordered. 
  
         The chair laid out HB 2091 and recognized the Senate sponsor,  
         Senator Deuell, to explain the bill.  Senator Hinojosa moved  
         that HB 2091 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 7 ayes, 0 nay, 0 present not  
         voting, and 0 absent.  Senator Hinojosa asked that Senators Van  
         de Putte and Whitmire be shown voting "aye" on HB 2091; without  
         objection, it was so ordered.  Senator Hinojosa moved that the  
         bill be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         The chair laid out the Local and Uncontested Calendar  
         recommended list for May 1, 2003.  There was discussion.   
         Senator Hinojosa moved that HB 641, HB 1049, HB 1234, HB 1522,  
         HB 1677 and HB 2091 be added to the May 1, 2003, Local and  
         Uncontested Calendar certified list.  The motion carried with a  
         record vote of 5 ayes, 0 nay, 0 present not voting, and 2  
         absent.  Senator Hinojosa moved that all bills on the Local and  
         Uncontested Calendar recommended list be certified except SB 45,  
         SB 315, SB 488, SB 954, SB 1014, SB 1044, SB 1141, SB 1148, SB  
         1180, SB 1184, SB 1188, SB 1344, SB 1405, SB 1410, SB 1464, SB  
         1508, SB 1775 and SB 1806.  The motion carried with a record  
         vote of 7 ayes, 0 nay, 0 present not voting, and 0 absent.   
         Senator Hinojosa asked that Senators Van de Putte and Whitmire  
         be shown voting "aye" on the certification of the Local and  
         Uncontested Calendar for May 1, 2003; without objection, it was  
         so ordered. 
          
         There being no further business, at 4:46 p.m. Senator Harris  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
